The Asgardian Loki encounters the Other, the leader of an extraterrestrial race known as the Chitauri. In exchange for retrieving the Tesseract, a powerful energy source of unknown potential, the Other promises Loki an army with which he can subjugate Earth. Nick Fury, director of the espionage agency S.H.I.E.L.D., and his lieutenant Agent Maria Hill arrive at a remote research facility during an evacuation, where physicist Dr. Erik Selvig is leading a research team experimenting on the Tesseract. Agent Phil Coulson explains that the object has begun radiating an unusual form of energy. The Tesseract suddenly activates and opens a wormhole, allowing Loki to reach Earth. Loki takes the Tesseract and uses his scepter to enslave Selvig and several agents, including Clint Barton, to aid him in his getaway.

The film opens in an Anchorage motel room in 1983, where 17-year-old Cindy Paulson (Vanessa Hudgens) is handcuffed and screaming for help. She is rescued by an Anchorage Police Department patrol officer. He takes Cindy to the hospital, and her clothes are kept for a rape kit. At an APD station, she explains to detectives that she was abducted and repeatedly raped. Because she is a prostitute and lying about her age, the detectives disbelieve her story, refusing to even look into the man that she named as her abductor, Robert Hansen (John Cusack). They claim Hansen is an upstanding member of society who owns his own restaurant and that there are too many conflicting details in Cindy's story to investigate him.
 
The APD patrol officer who rescued Cindy is outraged that the detectives refuse to pursue Hansen. He surreptitiously photocopies information about the case and sends it to the Alaska State Police. Meanwhile, state trooper Jack Halcombe (Nicolas Cage) has been called to investigate a female body that was found in the bush. It had been half eaten by bears. The police connect the case to other missing girls, who have disappeared after going to what they thought were legitimate photo shoots. With the secret information from the APD officer, Halcombe connects to Cindy and starts to put together a portrait of Hansen. Cindy details how Hansen kept her captive, and that she escaped from his car when he tried to transfer her to his bush plane.

Ray Breslin is a former prosecutor who co-owns Breslin-Clark, a Los Angeles–based security firm specializing in testing the reliability of maximum security prisons. He spends his life getting into prisons to study their designs and the guards' habits to find and exploit their weaknesses, thus enabling him to escape without a hitch or a victim. He claims his goal is to ensure that criminals sent to prison stay inside by eliminating the weakness of every prison.
One day, he and his business partner Lester Clark are offered a multimillion dollar deal by CIA agent Jessica Miller to test a top-secret prison and see if it is escape-proof. Breslin goes against all his own rules and chooses the money. He agrees to the deal and gets himself captured in New Orleans, Louisiana, under the guise of a Spanish terrorist named "Anthony Portos", but the plan goes awry when his captors remove the tracking microchip from his arm and drug him on the way to the prison, which thus disables him from ending the experiment by proving his identity.
